Can I solve my alligator-ed paint on plaster by having the walls mudded?

Someone painted with latex over oil on the old plaster walls in my bathroom. The latex cracked and shrank. I unfortunately added more layers of latex which continued to crack. Can I resolve my wall and ceiling problem by having the walls mudded and then using primer and oil paint?
